With the major objectives like implementation of forestry related projects, performance of research activities regarding production and utilization of forest products, extension of forest based industries assuring supply of forest products on regular and managed basis, Forest Products Development Board (FPDB) was established under the Ministry of Forest and Soil Conservation (MoFSC) according to the Forest Products Development Board (Constitution) Order, 2033 under the Development Board Act, 2013  of the Government of Nepal (GoN).
On the cruise of achieving the objectives as set under the Forest Products Development Board Order, 2033, district level committees were established in Biratnagar and Kailali districts in the Fiscal Year (F/Y) 2033/034. Later 22 district committees were established in Triyuga, Dhanusa, Parsa, Kapilvastu, Surkhet, Banke, Sindhuli, Kanchanpur, Sarlahi, Mahottari, Sunsari, Bara, Rautahat, Nawalparasi, Makawanpur, Chitawan, Dang, Rupandehi and Bardiya districts consecutively.
With the first amendment of FPDB Constitution Order in 2035 BS, Sagarnath Forestry Development Project (SFDP) was established by the loan grant of OPEC Fund and Asian Development Board (ADB). In the F/Y 2035/036 Ratuwamai Afforestation Project (RAP) was also initiated with FPDB's own finances. In the F/Y 2043/044, with the second amendment of FPDB Constitution Order, second phase of SFDP and Nepalgunj Forestry Development Project (NFDP) were also brought into action with the loan grant of ADB.
Under FPDB's investment, with the establishment of Rosin Management Project, Rosin and Turpentine Factory's construction was started in Attariya of Kailali district located in the Far Western Development Region, with loan grant (material) of then Soviet Union (USSR) in the year 2036 BS.
As per the decision of the Government of Nepal dated 2045/12/01 BS, all the district level committees under the FPDB were dismissed. Currently only two Plantation Projects, namely – Sagarnath Forestry Development Project in Sarlahi and Mahottari districts, and Ratuwamai Afforestation Project in Jhapa district are being implemented under the management of Forest Products Development Board.
